A sweet rifle indeed! The 308 chambering makes it really interesting as well as the 20 inch barrel. Very unique, and that is some beautiful walnut that sets off the engraving perfectly.

Since your rifle already has a peep sight, why not just take it to the range and shoot it with that set up? I bet it will shoot pretty well just as is. You say that it has the Weaver side mount for a scope, but has it been drilled and tapped for that mount? I shot a deer in Iowa last year with a pee...

Obviously it could be that the extractor needs to be replace. However, is this rifle scoped? If so, the windage adjustment knob can cause the case to end up back in the mag well on top of the magazine. The only stovepiping I have ever experienced in shooting, pistols or rifles, were extractor related, or ammo related.
