81 Special Police Magazine question

I purchased a lot of magazines and am trying to determine some history on a few pieces. These are from the William B Edwards collection, does anyone know who he was? I believe he may be the Colt/Civil War book author. Listed below are some of the tags on the magazine packages. One mentions Sam Cummings (the famous arms dealer?), as well as Dick Boutelle (whom I believe was the former president of the Armalite Division of Fairchild Aircraft). If anyone has information about any of these individuals I would greatly appreciate it.
