I have no idea unless there was a split or piece missing and someone squared it off. I have seen it on a couple other rifles and wondered why it was notched. Maybe someone else can enlighten us.

I would guess that the holes were drilled after market. I have never seen a scope mount that far up on the barrel jacket.
