The answer to your question is no, it's supposed to fit in a little recess under where it is sitting now. You shouldn't be able to see the little titty on the end. The take down lever should only have to be hand tightened. But put some hand pressure on it, you shouldn't harm it by cranking it down with your hand. If you don't reload, then give Hornady Leverevolution ammo a try. Most of my 35 rem. M-8/81 respond well to that ammo. They also drop deer as dead as a doorknob.

I really don't think about it much,but I leave them cocked. I just assumed that since the m-8/81 firing pins are kind of fragile, that you wouldn't want to drop the hammer on them with an empty chamber. I don't even know if that's a valid reason or not. But.
