That should work fine. I would recommend checking case length some time after sizing. Also, annealing can be done at any point prior to loading but with old brass consider annealing first to reduce splitting when expanding the neck.

I use a 30-30 die as a collet. I ground a piece of HSS to cut the rim and extraction groove in one pass. Those instructions are straight from the Donnelly book. I have not tried making a 35 Remington case because I don't own a rifle that chambers it.
